The Office of the Controller General of Patents, Designs and Trademarks (CGPDTM) is India's intellectual property office, under the Ministry of Commerce and Industry. Under Mission Karmayogi, the national capacity-building programme for India's civil servants, it worked with the CEGIS Foundation, knowledge partner of the Capacity Building Commission, and with entomo to assess the competencies of its newly inducted patent examiners across 14 disciplines and four regional zones, at the start of their capacity building and again at its end.

the challenge

01

Evaluate examiner readiness across diverse technical and legal domains after induction.

02

No standardised metrics to benchmark functional and behavioural competencies.

03

No data-driven view of training effectiveness, or of what each examiner's individual development plan should contain.

what entomo did

Designed role-specific assessment blueprints for patent examiners, so each assessment measured the competencies the role requires rather than generic knowledge.

Defined a competency framework spanning eight functional and behavioural domains, aligned to the FRAC framework of Mission Karmayogi.

Delivered a baseline and an end-line assessment as scenario-based, proctored, paperless digital assessments, location-agnostic across four regional zones.

Established baseline-to-end-line analytics to measure progress, identify learning gaps, and inform individual development plans and capability planning.

the results

14disciplines assessed under one national competency framework
8competency domains benchmarked, functional and behavioural
2assessment cycles, a baseline and an end-line, read against each other
  • Validated competency gains in key behavioural areas: service leadership, planning, communication and integrity.
  • Baseline-to-end-line analytics measuring progress and identifying learning gaps, discipline by discipline.
  • Data-driven insights informing future individual development plans and training enhancements for the IP Office.
  • Secure, proctored, location-agnostic delivery across four regional zones, with a zero-paper, zero-bias experience for participants and assessors.
  • Operational transparency and analytics enabling real-time tracking, benchmarking and feedback integration.
  • A new benchmark in public-sector capacity building, showing how GovTech and HRTech together can deliver scalable, insight-rich workforce solutions for Indian governance.
